Those who receive government transfer payments such as Ontario Works (OW) or the Ontario Disability Support Program (ODSP) do not receive adequate income to meet basic needs or to live above the poverty line. Two parent families with two children are the population with the lowest ability to meet their basic needs, with Ontario Works providing only 59.4% of the costs of the Market Basket over the course of one year; 64.8% of the cost for 1 adult and 2 children; and 66.9% of the cost of for 1 adult, 1 child.
